A NORTH AMERICAN GOVERNMENT: DOCUMENTATION

The Council on Foreign Relations plan for 'Building a North American Community,' a union of America, Canada, and Mexico, was released right after the leaders of the three nations met in Waco, Texas on March 23, 2005 and announced they had committed their nations to the Security and Prosperity Partnership (SPP) of North America.

Based on NAFTA, this will be a complete integration of North America. Those responsible are following the European Union model on a fast track to a supranational government. The corporate/government alliance is putting it together by stealth, destroying the sovereignty of the three member states without the knowledge or consent of the people.

All you need to do is read the bills designated for constructing this union ( S. 853, S. 3622, H.R. 2672, H.R. 1645, etc.) and the agenda for the SPP. Then compare them to the wording in the Council on Foreign Relations plan. The documentation is there. And those who are part of this attack on America (George Bush, John McCain, John Cornyn, Katherine Harris, and others) can be linked directly to the CFR plan.

When you create a union as large as North America, "integrating" and "harmonizing" organizations, policies, regulations, etc., there has to be a government to maintain it and make changes in a quick and efficient way.

According to the CFR plan, "Effective progress will require new institutional structures to drive the agenda and manage the deeper relationships that result." [p. 30]

Under WHAT WE SHOULD DO NOW, the plan "suggests" an annual North American Summit meeting: " There is no more succinct or forceful way to demonstrate to the people of all three countries the importance of the North American partnership than to have the Mexican and American presidents and the Canadian Prime Minister meet at least once a year." Bush, and Mexican President Felipe Calderon will meet in Kananaski, Alberta for the third planned summit of the Security and Prosperity Partnership." Strengthen government structures.

"Steps should include links between governments, as the three leaders did at their March meeting in Texas, by establishing minister-led working groups...[which will] meet regularly." [They are meeting regularly. Our "ministers" are Condoleezza Rice, Michael Chertoff, and Carlos Gutierrez, working for the implementation of this union and the free flow of commerce, capital, and people across borders. [p.31]

A North American Advisory Council.

"To insure a regular injection of creative energy into the various efforts related to NORTH AMERICAN INTEGRATION (my caps), the three governments should appoint an independent body of advisors. This body should be composed of eminent persons from outside government, appointed to staggered multi-year terms to insure their independence." [p.31]

To achieve this goal, the leaders had a summit meeting in Cancun, Mexico on March 31, 2006 and announced the creation of the North American Competitiveness Council (NACC)." It is made up of 10 CEOs from each country. CEOs from Wal-Mart and Lockheed Martin represented the United States in Cancun.

On June 15, 2006 U.S. Commerce Secretary Carlos Gutierrez met with his counterparts from Canada and Mexico. "Gutierrez tells the business leaders that the purpose of government is 'to create the environment necessary for business to prosper,' "and that the NACC was institutionalized as a primary driver of the SPP, so that DEEP INTEGRATION (my caps)" 'will continue through changes in administrations,' "in Canada, the U.S., and Mexico." Luiza Savage writes that "the future of North America" will happen "by the accretion of hundreds of incremental changes implemented by executive agencies, bureaucracies and regulators," under direction of NACC CEOs. According to Ron Covais of Lockheed Martin, "We've decide not to recommend any things that would require legislative changes because we won't get anywhere." The NACC is ignoring the respective elected, constitutional law-making bodies of the three sovereign nations and are, in effect, taking control of North America.

The NACC may be a combination of a proposed "Trinational Competition Commission" (p.22) and a "North American Advisory Council" (p.31)

1. Members are appointed by the three governments, members are from outside the government (big business), "engage in creative exploration of new ideas from a North American perspective" [advise the three governments on policies,regulations, etc. that they will implement and later will propose legislation for the North American Parliament when it becomes "institutionalized,] and "provide a public voice for North America." [p.31]

In the near future the NACC will tackle "a common foreign and international trade policy for North America, and they are talking about it behind closed doors, with no public input." [Stewart Trew, Canadian Perspectives, Autumn 2006]

A North American Inter-parliamentary Group.

"The Task Force recommends that the bilateral (inter-parliamentary) meetings occur every other year and that the three North American partners form a trinational inter-parliamentary group to meet in the alternating year. The North American Advisory Council (NACC?) could provide an agenda and support for these meetings. To engage senior members of the parliaments, cabinet members could participate when the agenda matched their area of responsibility.' [p.32]

NEW HOUSE BILL AIDS NORTH AMERICAN UNION

H.R. 1645, the new "comprehensive immigration" bill for 2007 , contains the same wording for constructing a North American Union as the old S. 2611, passed by the Senate last year. Some of the sections have been moved around but the message remains the same.

SEC. 113, (3), (E) of the old S. 2611 is still the same in H.R. 1645. This requires the Secretary Of State to report on progress in developing "a common security perimeter" around North America.

SEC. 114 has been moved to SEC. 121 in H.R. 1645: Improving The Security Of Mexico's Southern Border. Instead of using the words Belize and Guatemala, it now reads the countries of Central America.

Since Belize and Guatemala are the two countries whose borders with Mexico are to be secured as part of the common security perimeter around North America and an important part of completing the NAU, one might think the authors are trying to confuse people.

S. 2691, the SKIL Act of 2006, was sponsored by Senator John Cornyn [R-TX], who was thanked for his efforts toward building this North American Union on page xix of the CFR task force report on Building a North American Community.

S. 2691 is a bill that would continually increase the number of professional (masters degrees and higher) H-1B and other visa programs for foreign workers. Professional cheap labor, Bill Gates dream fulfilled.

S. 2691 can be found in H.R. 1645 at SEC. 501 to SEC. 515. H-1B visas are at: SEC. 507.

This union of North America is scheduled to be in place by 2010 although the work of integrating America, Canada, and Mexico will continue. There will be a government.

Duke University and the University of North Carolina are involved in promoting this integration. At its Center for North American Studies, Duke "has conducted annual workshops for elementary, secondary, and post secondary educators." They will be teaching young minds to think of themselves as North Americans.

UPDATE: HOUSE AND SENATE SET TO PASS NORTH AMERICAN UNION BILL

Both the House and Senate will soon have a "comprehensive immigration" bill to vote on but there won't be much difference. They will use S. 2611, the bill that was passed by the Senate last year. This is the legislation that has wording which provides for a "common security perimeter" around North America (America, Canada, and Mexico). This is the key to integrating these three nations into a North American Union.

"Now it appears that the Senate is giving up on hammering out a new bill and will reintroduce S. 2611..." the 2006 version, according to visalaw.com. March 18,2007

Yesterday, "Luis Gutierrez (D-IL) and Jeff Flake (R-AZ) introduced the STRIVE Act... , which is the House's big comprehensive reform bill for the year." Both sides are speeding up their efforts to get this bill passed. Time is running out for our nation. You need to contact your Congressman now. Start with the House of Representatives where the opposition to the North American Union is much stronger.

If we fail to stop this criminal act, the FTAA (Free Trade Area of the Americas) is next on the agenda and will involve the merger of 34 nations of the Western Hemisphere, a project that Bush had wanted to complete by 2005. There are no provisions for labor or the environment in the FTAA draft. It will be a larger trading state, again for the benefit of corporations. Documentation is plentiful.

NEW IMMIGRATION BILL: PLANS FOR NORTH AMERICAN UNION?

At least one of those bills on constructing a North American Union that Republican members of the House and Senate unsuccessfully tried to sneak through Congress in 2006 was inserted into S. 2611, the Comprehensive Immigration Reform Act of 2006. That Senate Bill is S. 853 and the information in that bill can also be found in S. 2611.

For example, in S. 2611, sponsored by Arlen Specter [R-PA], you can find an important building block of this new corporate union, a common security perimeter around North America:

SEC. 113 Reports On Improving The Exchange Of Information On North American Security

(3) Visa Policy On Coordination And Immigration Security

(E) "...in developing and implementing an immigration security strategy for North America that works toward the development of a common security perimeter by enhancing technical assistance for programs and systems to support automated reporting and risk targeting of international passengers."

Check out the wording in S. 853, sponsored by Richard Lugar [R-IN]. Read the bill and compare it to S. 2611 above. (the first 5 pages and page 18, in particular) In addition, a common security perimeter can be found in the CFR plan for Building a North American Community, pp.3,8.

S. 2611 also contains wording that would have the United States aid Mexico in securing its border with Belize and Guatemala, a part of the soon-to-be common security perimeter around North America. [ see SEC. 114, (b), 1,2, Improving The Security Of Mexico's Southern Border] See pp.18,19 in S.853

NOTE: A later edition of S. 853 is numbered differently. Reference to a "common security perimeter" can be found in SEC. 3, (7), (E). [SEC. 5 contains wording on Mexico securing its border with Belize and Guatemala.]

Other bills to look for in S.2611 that are targeted for this new North American Union are: S. 2691, the SKIL Act of 2006 and S. 3622, the North American Investment Fund Act. Both of these bills are sponsored by Senator John Cornyn [R-TX].

The Kennedy/McCain proposed immigration bill for 2007 is "a revised version of the bill (S.2611) that passed the Republican-controlled Senate last year." Call and ask your senator to scrutinize this immigration bill and reject any of these stealth bills that would end our Republic.

If the union becomes a reality, American sovereignty will no longer exist and our nation will become a Balkanized region in the near future, a region run by trade agreements for multinational corporations. Bush and his corporate conspirators in Canada and Mexico already have functioning bodies in place that are even now making decisions for North America (America, Canada, and Mexico). There are plans to make the NAFTA trade tribunals permanent and the North American Competitiveness Council (made up of CEOs from the three nations) has been institutionalized and is currently making its desires known to the leaders and senior officials of the three members of NAFTA. Their advice will become policy for all three nations, now and in the future.

"Sudden Jihad Syndrome" and The Enemy Within

Hasan Karim Akbar (March 2003), an American Muslim soldier (101st airborne) in Kuwait, killed and wounded a number of his fellow soldiers because it was his duty as a Muslim to side with his Muslim brothers in a war against the unbelievers. [see The American Muslim Dilemma, raykania.com]

This is just one of the attacks launched against Americans by lone jihadists in the United States, both before and after the second Iraq war in 2003. They carry out their attacks alone, after feeling the need to strike against the enemies of Islam. As a believer, the jihadist is inspired to action when observing his Muslim brothers under attack in their homeland. The message is enforced by Muslim clerics in American mosques who rail against the enemies of Islam. These lone jihadists represent a real and present danger to Americans.

Daniel Pipes is the author of the term "Sudden Jihad Syndrome" and he gives examples of Muslims who commit these crimes and then take credit as a Muslim who is doing his duty to Allah and Islam. [ http://www.frontpagemag.com/Articles/Printable.asp?ID=21630 ]

Investor's Business Daily (2/16/2007) printed a list of amateur jihadists, most acting alone, who usually strike their victims at random:

"It looks like the Muslim teen who opened fire on shoppers in a Salt Lake City mall is yet another case of 'sudden jihad syndrome,' a condition in which normal-appearing American Muslims abruptly turn violent." [Feb. 13, 2007]

"A 23-year-old student, Mohammed Ali Alayed, who slashed the throat of his Jewish friend in Houston after apparently undergoing a religious awakening (he went to a local mosque afterward)."

"A 22-year-old Muslim, Ismail Yassin Mohamed, who stole a car in Minneapolis and rammed it into other cars before stealing a van and doing the same, injuring drivers and pedestrians, while repeatly yelling," 'Die, die, die, kill, kill, kill-all,' he said, on orders from" 'Allah.'

The comments I see most about these incidents is that "Radical Islam" is to blame and what is needed is a reformation. In fact, there is only one Islam and one Quran. All Muslims read the same book. The words are taken literally. The faithful believe they were given to Muhammad from Allah through the angel Gabriel. There can be no reformation.

This book is filled with hate for the unbelievers and prescribes various ways to destroy the enemies of Islam. Muhammad, the founder of Islam, is revered by Muslims and the Hadiths, a record of the deeds and words of Muhammad, are second only to the Quran in importance to the faithful. Muslims who commit these crimes against innocent people in the name of Islam are merely emulating the deeds of the prophet. In any religion, a small percentage of members (the clerics and true believers, which could reach into the millions worldwide for Islam) are the activists that sustain it. And although the majority of Muslims go about their daily lives, many will stand on the sidelines and cheer (in the comfort of their homes) when, for example, the trade towers collapse, killing thousands of Americans.

A Muslim's only allegiance is to Islam. That's why you hear no condemnation of Bin Laden or Al Qaeda. Of course, fear is also a factor in the Muslim silence. When a Muslim country is attacked, it is the duty of every Muslim to support their brothers. Those Muslims who fight for or support the unbelievers (Americans) in a war against Muslims haved earned the death penalty.

There are about seven million Muslims in America. Since a true Muslim anywhere must be loyal to Islam, any Muslim is suspect because of the uncompromising nature of the religion.

As mentioned, those Muslims in our military, whose only allegiance is to Islam, are a proven threat. Cases have also been made against a Muslim professor in Florida and an FBI agent who refused to tape a Muslim terror suspect because "a Muslim doesn't do that to another Muslim.". The agent was reinstated at his job.

Recently, Hassan Abujihaad, a Muslim and former U.S. sailor, has been charged with "supporting terrorism with the intent to kill American citizens and with transmitting classified information to unauthorized recipients." [Jennifer Medina, New York Times, March 9,2007]

Painting with a broad brush? No. Islam is different. Islam is not peaceful nor is it compatible with Democracy. "...Islamic governments have never and will never be established through peaceful solutions and cooperative councils." [Al-Qaeda training manual, UIC/BM-8 translation]

Those who follow Islam are potential candidates for the "sudden jihad syndrome" and our leaders who continue to be politically correct and ignore the true nature of the Islamic terror in our midst are putting the lives of Americans at risk.

CITIZENS DEFEAT BECHTEL CORPORATION IN THE STREETS OF COCHABAMBA

The poor people of Cochabamba, Bolivia, victims of price gouging when Bechtel Corporation took over the privatized water system, protested in the streets against this assault by the globalist forces of "free trade." And they won.

Bolivia, a partner in 24 Bilateral Investment Treaties, got a reality check of what trade agreements are really about when the World Bank provided aid for water development only after Bolivia privatized the water systems of El Alto/La Paz and Cochbamba, then gave the contract to the American company Bechtel, majority owner of Aguas del Tunari, the water provider (1997).

Shortly after the new company began operating in September of 1999, water rates increased by an average of over 50%, which took between 20 and 40% of the monthly household income of the residents of Cochabamba. By the end of 1999, the citizens took to the streets in protest. The president declared martial law. In the ensuing violence, one boy was killed and over a hundred people wounded. In April of 2000 the government of Bolivia agreed to the peoples' demands and the water system was returned to public control. Bechtel was out.

But Aguas del Tunari (Bechtel and partner Abengoa) took their case before an unelected trade agreement tribunal in 2002, demanding $50 million from the Bolivian government for loss of future profits. Two of the tribunal members were named by the World Bank and Aguas del Turnari and the third by Bolivia.

Widespread press coverage of this outrage resulted in protests at Bechtel's headquarters in the Netherlands and San Francisco plus Washington D.C. In 2003 over 300 organizations from around the world sent an International Citizens Petition "demanding that the case be transparent and open to citizen participation. The tribunal, ICSID, International Center for Settlement of Investment Disputes, rejected the petition and pressed on.

But the pressure on Bechtel continued and on January 19, 2006, "Bechtel and Abengoa agreed to drop their case for a token payment of 2 bolivianos (.30 USD)."

Bolivia's Constitutional Court has agreed to consider "...a legal demand made by social movements arguing that placing the rulings of international tribunals such as ICSIC above Bolivian Law is unconstitutional." [ http://democracyctr.org/bechtel/bechtel-vs-bolivia.htm ]

NAFTA's Chapter 11, which allows tribunals to hear and rule on foreign corporations' claims against NAFTA member states' governments (including the United States) is clearly unconstitutional. [ see raykania.com 'NAFTA: Stealing Sovereignty in Violation of the U.S. Constitution ]

Multinational corporations using trade agreements to take over public works (privatization) continue to cause damage to governments' ability (at all levels) to meet the needs of citizens. What happened in Cochabamba is occurring around the world as multinational corporations move in with promises of better service and lower costs but often wind up with the opposite results.

Some examples from the USA:

Lee County, Florida, (October 2000) County officials took back control of the water and sewage systems because under the private contractor: "Equipment was not maintained in acceptable working condition. Hazardous waste was poorly handled and reported. Preventive maintenance was performed late and some work was not done at all." The cost to citizens was over $8 million.

Atlanta, Ga. (1998) The city privatized the operation and maintenance of the water system. The city "...began receiving complaints of slow service, broken fire hydrants and brown drinking water flecked with debris...a growing maintenance backlog...company's failure to meet its financial obligations...significantly lower training hours than required by the contract...experienced difficulties meeting performance standards for pH, turbidity, and phosphate at one of its plants," The company also asked for "$38million of additional payments through change orders and sought to increase the contract by $80 million," [ For more see; http://www.citizen.org/print_article.cfm?ID=7268 ]

Governments whose public entities have been privatized and run by foreign corporations are subject to claims for lost profits if a government decides to end the contract. All three member states of NAFTA have been affected adversely by unelected WTO and NAFTA tribunals. And these tribunals can review cases heard by the U.S. Courts and overturn their rulings, which is unconstitutional, according to former Supreme Court Justice, Sandra Day O'Conner.

Once again, a corporation's only goal is to make a profit. That means cutting corners whenever they can. They have no interest in saving the customer money or providing good service, Trade agreements do not include people or the environment. The FTAA, the ultimate trading state of the Western Hemisphere and a continuing project of George Bush, even states that people (labor) and the environment will not be a binding part of that trade agreement.

The citizens of Cochabamba learned the hard way. We have a chance, albeit a slim one, of stopping this corporate/government assault on America and its citizens. Condoleeza Rice, Michael Chertoff and corporate CEOs are meeting with their counterparts from Canada and Mexico in Ottawa this week in order to work on the integration of the North American Union, with corporations (NACC) providing the plans which will be implemented by the leaders of the three nations, without the consent of the people.

American citizens have no one to turn to for help. The government, those in power, will do nothing because they are the enemy of the people. And the people, human capital, are here to serve the interests of the ruling elite. That includes the illegal immigrants pouring across the border with their blessing.

The only solution is for Americans to unite, like the citizens of Cochabamba, and demand that this insanity stop.

CANADIAN GROUPS DEMAND END TO NORTH AMERICAN INTEGRATION

"The Council of Canadians is demanding that Canada cease all further participation in the Security and Prosperity Partnership and that Stephan Harper consult with Canadians in a meaningful way on Canada-U.S. relations." [press release, Feb. 9, 2007]

Americans aren't the only people angry at their government's alliance with corporations in order to integrate America, Canada, and Mexico into a corporate state. Canadians are very vocal about the secret meetings taking place between the governments and corporate officials of these three nations without the consent of the Canadian people. And yes, the Canadian media is silent on the topic of a North American Union and the loss of sovereignty for Canada.

The Council of Canadians, an opponent of this trading state, issued a press release on Feb.9, 2007, stating: "North American integration will be the primary focus of a high-level trinational meeting scheduled for Feb. 23, ...U.S. Secretary of State Condoleeza Rice and Secretary of Homeland Security Michael Chertoff will be in Ottawa to meet with Foreign Affairs Minister Peter McCay, Public Safety Minister Stockwell Day, Trade Minister David Emerson and their Mexican Counterparts."

A report in September of 2006 by the three member states' governments said: "...the upcoming meeting would take place in order to 'review progress' on the Security and Prosperity Partnership (SPP) and 'develop concrete initiatives' in preparation for the leaders' summit expected to take place in Kananaskis in June 2007."

At the Ottawa meeting, the NACC, North American Competitiveness Council (CEOs) of all three member states will present recommendations to the government officials, which will then be implemented. (see raykania.com 'Council of CEOs Now Govern America?).

The NACC sets the agenda for the SPP and the governments of the member states make the laws and regulations to implement it.

According to Steward Trew, Communications Administrator for the Council of Canadians, "the NACC was apparently created to bypass the democratic process and to let corporate leaders in all three countries come together and set the conditions under which they do business within North America."

He notes that at a meeting of government and business leaders in Louisville, Kentucky in January of 2006, the "...participants agreed that the future of the integration process depends on the 'creation of a genuine constituency of North America.'

They would need to include a 'buy-in' from those who have not been a part of the process, (legislators and governments) "that recognize" 'the importance of business issues to the overall social welfare' and allow 'the private sector to engage substantively and pragmatically on trade and security issues without undue deference to political sensitivities.'

Trew asks the question: "Without public access to the NACC, what guarantee is there that the CEOs won't sell off our ability to govern for the sake of their own financial gain?' [1]

The answer, of course, is that is exactly what they will do. The profit motive is their only reason for existing. Their only loyalty is to their corporations, wherever they may be located. All decisions affecting the North American Union will be based on that.

NAFTA: Stealing Sovereignty in Violation of the U.S. Constitution

Congress has ceded the power to regulate commerce and much more to corporate interests with the passage of NAFTA (North american Free Trade Agreement) and CAFTA (Central American Free Trade Agreement). NAFTA was promoted by the executive branches of both Republican and Democratic administrations.

Through deception and false promises, Chapter 11 was left in the agreement, with full knowledge that it would destroy a good part of American sovereignty, an important first step in developing a trading state based on trade agreements, with open borders and the end of the sovereign nation state.

The best way to accomplish this in America is by "an end run around the Constitution, eroding it piece by piece." NAFTA's big weapon to make this a reality is Chapter 11, which allows foreign investors (corporations) to sue the government of a NAFTA member state (America, Canada or Mexico) if it, or any level of government passes "any law, regulation. procedure, requirement or practice," that prevents a foreign investor from making a profit.

Under Chapter 11, the foreign investor can chose to have a NAFTA tribunal hear the case or go through the member state's court system. If the investor is dissatisfied with the verdict of a member state's court, he can go to the tribunal. NAFTA-created tribunals have handled challenges to U.S. court verdicts and ruled on them. In some cases, member states have changed their laws to avoid these tribunals.

Comments on NAFTA's Chapter 11:

"These cases show that there is a growing threat to democratic governance and state sovereignty as more and more state and local government policies, even court decisions, are targeted by NAFTA investors." [bilaterals]

Peter Spiro, Hofstra University law professor, stated: "...it points to a fundamental reorientation of our constitutional system. You have an international tribunal essentially reviewing American court judgements."

John D. Echeverria, a law professor at Georgetown University: "This is the biggest threat to United States judicial independence."

Chief Justice Ronald M. George of the California Supreme Court warned: "There are grave implications here. It's rather shocking that the highest courts of the states and federal government could have their judgements circumvented by these tribunals."

Professor Echeverria noted that since the executive branch of both Republican and Democratic administrations supported Chapter 11, a state "...would appear to have standing to seek a declaration in federal court that the investor-state litigation process (Chapter 11) violates Article III (of the U.S. Constitution). When and if a state takes up this challenge, the conclusion will almost certainly be that the investor-state process is unconstitutional."

Justice Sandra Day O'Conner, commenting on these tribunals: "Article III of our Constitution reserves to federal courts the power to decide cases and controversies and the U.S. Congress may not delegate to another tribunal "the essential attributes' of judicial power.

Moving Toward a New World Order

Most Americans were sleeping when NAFTA was passed and those responsible were announcing the end of the sovereign nation, especially the demise of the United States of America and the advent of the New World Order.

The following quotes and facts will show that globalists like George Bush and the corporate/government alliance are part of an effort to deconstruct our sovereign nation and form a trading bloc of North America (North American Community) and, after that, a trading bloc of the Western Hemisphere (34 nations united under the FTAA, Free Trade Area of the Americas). This bloc and others would then be controlled by a world authority (a New World Order)

Efforts to impose a global government on the nations of the world have been in play throughout most of the last century. In America, wealthy investors, multinational corporations, educators, the media, and globalist members of Congress have made significant progress in destroying the sovereignty of our constitutional republic. And now the conspirators work in secret, putting together a North American Community (union), consisting of America, Canada, and Mexico, which is scheduled for completion by 2010. [The union of North America will be a showcase to the rest of the hemisphere in order to prove that it works, which, Bush hopes, will overcome present opposition to the FTAA from some South American nations.]

The groups mentioned above have tried to keep their project under the radar through secret meetings, deceptive press releases, psychological conditioning of school children and adults through psyops (educational and media propaganda; 'Diversity is Our Strength' is an example), and an almost complete blackout of relevant news (until recently) in the media (print, television, radio).

Most of the media in America support this New World Order. Rupert Murdoch, for example, a media corporate member of the Council on Foereign Relations (Fox News), will not touch this subject or the related topic of illegal immigration. The only news source for coverage of events affecting the very survival of our nation can be found (for now) on CNN Lou Dobbs.

Those pushing this agenda for global governance have stated their desires and intentions clearly:

"...the World Law Fund has begun a worldwide research and educational program that will introduce a new, emerging discipline--world order--into educational curricula throughout the world--and to concentrate some of its energies on bringing basic world order concepts into the mass media, again on a worldwide level." 1970, Thinking About a New World Order for the Decade 1990, Ian Baldwin.

"within 2 decades, the framework for a world economic community will be in place...[and] aspects of individual sovereignty will be given over to a supranational authority." May 18, 1972, Roy M. Ash, director of OMB.

President George H.W. Bush (June 1990) put forth the Enterprise for the Americas Initiative (later changed to FTAA) which would establish a free trade zone reaching from Anchorage to Tierra del Fuego. Integration of the Western Hemisphere was scheduled to be completed by 2000 but was postponed to 2005. Now, because of significant opposition from South America,it's again on hold, despite his son's best efforts to open the borders to foreign companies, privatization, and 800,000,000 people.

When this beast is in place, there would be a 'supranational' government operating under the large number of trade regulations in the Free Trade Area of the Americas. In case of conflicts, these regulations supersede any laws and regulations of any member state and any government, at any level, within the state. And a permanent tribunal for this 34 member trading bloc will outrank any court in the trading bloc, including the United States Supreme Court.

"NAFTA will represent the most creative step toward a New World Order taken by any group of countries since the end of the Cold War. What Congress will have before it is not a conventional trade agreement, but the architecture of a new international system. "In recent years a new international system has been developing, oriented toward the establishment of norms and principles of universal jurisdiction [globalization, one world government], above national sovereignty, in the area of what is called the New Agenda (New World Order)...we have to confront...what I dare to call the Anglo-Saxon prejudice against the establishment of supranational organizations." 2002, Vicente Fox, former president of Mexico.

"We're now one of the largest Spanish-speaking nations in the world. We're a major source of Latin music, journalism, and culture. This was a speech given to a Hispanic audience in Miami in August of 2000. In this and other speeches, George W. Bush has made it clear that he does not want to secure our southern border with Mexico. He is preparing American citizens for his new America of the Western Hemisphere, a trading state of 34 nations without national borders, a place in which America has become just a geographical area where people can live and work without giving up their language or culture, and without assimilating because there will no longer be a sovereign, constitutional republic.

And the New World Order becomes a totalitarian reality.

Congressmen Who Betray America

Some members of Congress have violated their oaths of office to support and defend the Constitution of the United States. Instead, they have deliberately taken steps to strip away American sovereignty and replace the sovereign nation with a trading state run by trade agreements for the benefit of multinational corporations.

Since George Bush, Vicente Fox of Mexico and PM Martin of Canada committed their nations to the Security and Prosperity Partnership of North America on March 23, 2005 in Waco, Texas, the corporate/government alliance in each nation has operated at full throttle, secretly trying to complete this union of North America by 2010.

The Council on Foreign Relations plan for Building a North American Community (a union) is being implemented at the Department of Commerce, headed by Geri Word. Financial support for this corporate plan for a takeover of North America is provided by Archer Daniels Midland Company and Merrill Lynch & Company.

Republican congressmen and women have sponsored and co-sponsored bills that, if passed, would provide key elements to make this union a reality. As of now, these bills remain in committee, waiting for the right moment to sneak through. Most of this legislation is taken directly from the CFR plan and can be matched by page number. Even though these legislators deny any knowledge of a corporate union being constructed, a little research will clearly connect the dots. Senator John Cornyn, [R-TX], for example, is playing a significant role in the destruction of our republic and his fingerprints put him at the scene of the crime.

One Senate bill, S.853, sponsored by Richard Lugar [R-IN], would make a lot of things happen, the most important being the implementation of a common security perimeter around all three nations. This would allow the borders between Mexico, Canada and the United States to be open by 2010 and a full integration to take place. The plan allows citizens of the member states to "live and work" in any part of the union. The borders would be like those between Texas and Oklahoma. [S.853, p.8, CFR plan, pp. 3,8]

Co-sponsors of this bill, all Republicans, are Senators John Cornyn, John McCain, Norm Coleman, Charles Hagel, Kay Hutchison and Ted Stevens. The House bill, H.R. 2672, is sponsored by Katherine Harris [R-FL]. Co-sponsors are Stevan Pearce and Christopher Shays.

John Cornyn, when confronted by the fact that his bill, S.3622, the 'North American Investment Fund Act', is part of the CFR plan, "...took efforts to assure S. 3622 would not be voted on in the Senate." A spokesman said that the Senator "is adamantly opposed to any 'North American Union'..." [September 19, 2006, Newswithviews, Tom Deweese, "Bush Administration in Denial of 'North American Union' Plans"] (See S.3622, p.2 , CFR plan, p.14)

Does this mean that John Cornyn did not know that S.853 was a major part of the plan to build a North American Community?

And what about S.2691, also known as the SKIL Act of 2006? John Cornyn introduced this bill on May 2, 2006. This will make it possible for a flood of high tech cheap labor from India and other countries to replace American engineers at a fraction of the American's salary with no benefits ( a corporate CEO's fantasy come true). This will also help drive down American workers' salary in anticipation of the merger with Mexico in 2010 in order to manage large population shifts from that nation.

Senator Cornyn's's statement that he "is adamantly opposed to any 'North American Union'..." is a lie. If you go to the plan for Building a North American Community, on page xix (Acknowledgements), Lee Feinstein, Executive Director of the Task Force Program for a North American Community, gives thanks to Senator John Cornyn and others for their contributions to the meeting in New York in December 2004. This was one of three meetings of the CFR task force as it developed this merger of the three nations.

John Cornyn has played an important role in the dismantling of America. If he and his fellow congressmen had done this with guns, it would be a coup d'etat. What George Bush, Congress and members of his administration are doing is illegal and will lead to the Balkanization and destruction of America, literally.

COUNCIL OF CEOs NOW GOVERN AMERICA?

On March 31, 2006, the leaders of America, Canada, and Mexico met in Cancun, Mexico to discuss progress on the implementation of the SPPNA, the Security and Prosperity Partnership of North America, a union of the three nations. Corporate leaders from the member nations were also at the meeting during which a press release announced the formation of the NACC (North American Competitiveness Council). This is the latest move in the corporate/government alliance goal of implementing corporate rule for the union of North America, scheduled to be in place by 2010.

A number of people have stated that this new regional trading state of America, Canada, and Mexico (with the senior partner being the USA) is fascism. That would be "A system of government that exercises a dictatorship of the right, typically through the merging of state and business leadership, together with belligerent nationalism." [American Heritage Dictionary, 1983]

Today America is moving rapidly toward becoming part of a corporate trading state which benefits multinational corporations through trade agreements (WTO, NAFTA, CAFTA) that transfer constitutional power from the government to unelected corporate bureaucrats and tribunals. These private organizations already trump the authority of Congress and the U.S. court system. Both George Bush and American corporations are attempting to drive down American wages by 2010 in order to diminish the "wage differentials...considerably" between the U.S. and Mexico. And public services will eventually be opened up for bid by private corporations for profit (education, water, museums, social security, etc.) Two important topics not of concern to the rulers of this union are labor (human capital) and the environment.

The North American Competitiveness Council, approved by the three leaders of this new union, has ten members for each nation. The U.S. branch of the NACC has a Secretariat, "composed of the U.S. Chamber of Commerce and the Council of the Americas." Members of the NACC, "high-level business leaders" (mostly CEOs), will meet with the leader of our nation, as well as ministers (U.S. Secretaries of Commerce and Homeland Security) and other senior government officials.

These business leaders will "advise" the President and Secretaries "on issues of immediate importance and provide high-level, strategic, medium to long term advice." They will address "numerous subjects of mutual interest and concern among the North American nations in areas as diverse as the movement of goods, traveler security, energy, environment, and health." No subject is exempt since commerce and trade can be impacted by anything from planning and zoning to foreign policy. [U.S. Chamber of Commerce, Council of the Americas]

Corporations, it appears, will not have to spend so much time lobbying and handing out chump change to politicians in this new corporate/government alliance. They are the government. When they advise our "leaders," they are really saying, "This is what we want. Handle it."

In that meeting in Cancun with the CEOs of the NACC, Prime Minister Harper of Canada made it clear who is running this developing union of North America:

"We committed to further engage the private sector. We've agreed to set up a North American Competitiveness Council, made up of business leaders from all three countries, to advise us on ways to improve the competitiveness of our economies. The North American Competitiveness Council was, as far as we know, developed behind closed doors, without legal authority. These CEOs have the power to run their empire just by telling the "official" government what they want.

The following is a list of corporate members of the U.S. section of the NACC:

Campell Soup Company, Chevron, Ford, FedEx, General Elecric, General Motors, Kansas City Southern Industries, Lockheed Martin Corporation, Merck, Mittal Steel USA, New York Life, United Parcel Service, Wal-Mart, Whirlpool.

Note that no one voted these CEOs into power.

HIJACKING AMERICA FROM WITHIN

"America is being hijacked, but the hijackers don't go by names like Mohamed, Omar, and Osama. The hijackers to whom we refer bear prominent names, such as Bush, Clinton, Kissinger, McClarty, Greenspan, Rubin, and Rockefeller. They don't use boxcutters and bombs or commandeer airliners to create towering infernos; their weapons of choice are instruments such as the WTO, NAFTA, the IMF, and the FTAA. They hijack entire nations, stealing sovereignty and destroying constitutions -- usually under the banner of "free trade," "debt relief," and "globalization" --proclaiming all the while that their lawless actions will advance global prosperity, democratization, and "the rule of law." While the FTAA has run into some South American roadblocks, the multinational corporations and their political co-conspirators continue their assault on the nation-state with their attempt to merge the United States, Canada, and Mexico into a union based on trade agreements. George Bush, Paul Martin, and Vicente Fox committed their three nations to this Security and Prosperity Partnership of North America (SPPNA) in Waco, Texas on March 23, 2005.

The Council on Foreign Relations (CFR) is sponsoring this integration of North America with a plan called "Building a North American Community", which is scheduled for completion by 2010. It will be run, initially, by trade agreements for the benefit of corporations, with a common security perimeter and open borders so that workers in the member states can "live and work" in any part of the union. Organizations are proposed that will eventually morph into a sovereign government over the three member states, necessary for harmonizing laws and procedures throughout the union. The result is, of course, that the United States will lose much of its sovereignty. Right now, the power to regulate commerce is being carried out by trade agreement bureaucracies while legal decisions involving lawsuits under NAFTA's chapter 11, between foreign corporations and member states' governments, are decided by unelected WTO and NAFTA tribunals, which can overturn any decision made by the U.S. Supreme Court in this broad area of law.

George Bush is a globalist like his father, the "New World Order" Bush l, and Bill Clinton, who turned on his democratic support and rushed NAFTA through Congress, along with the sovereignty draining chapter 11.

NAFTA, without a doubt, has been a failure. It did increase trade between the U.S., Canada, and Mexico but turned America's surplus with its two neighbors into huge deficits. NAFTA also cost America over a million good paying factory jobs to Mexican illegal immigrants (cheap labor) and to outsourcing to third world countries by American companies. Over a million Mexican farmers went out of business because of cheap imports from factory farms in the U.S., forcing them to head to the border for jobs in the land of the gringo.

"Free trade" (unrestricted capitalism) is every CEOs' dream, and that is to make an obscene amount of profit. This dream does not include workers or the environment. This union of North America is designed to compete with third world countries by driving wages and benefits down, eliminating the power of unions, and destroying the middle class.

In fact, open borders to Mexico will be extended only when the "...wage differentials between Mexico and its two North American neighbors have diminished considerably." [CFR plan, pp. 27, 28]

Bush continues his efforts to bring down American wages by 2010 in order to prevent a tsunami of Mexicans from inundating America when the union becomes a reality. This includes not securing the border and allowing illegal cheap labor from Mexico. Another way American wages are being lowered is through H-1B type visas that bring in hundreds of thousands of high tech engineers and programers to the U.S. to replace American workers at a cheaper salary and no benefits.

And of course, outsourcing jobs to countries like China, where young women work 90 plus hours a week for 14 to 25 cents per hour with no overtime and no benefits. Wal-Mart set the standard for this inhumane behavior and the rest of corporate America followed in order to compete.

Meanwhile, GW, the Great Deceiver, smirks and remains silent while the American middle class heads into oblivion and our nation slips toward its eventual demise by "an end run around sovereignty, eroding it piece by piece." [Richard N. Gardner, April 1974, Foreign Affairs]

Republicans in Congress are currently leading the hijacking of America by sponsoring bills that are taken directly from the CFR plan for "Building a North American Community." These bills were submitted quietly in hopes that the public would not notice the illegal acts taking place. However, they left a clear trail and it's easy to connect the dots.

For example, Senator John Cornyn [R-TX], sponsored S. 3622 on June 26, 2006, called the "North American Investment Fund Act", which originated in the CFR plan. Among other things, it would "...reduce the income gap between Mexico and Canada, and between Mexico and the United States." [S. 3622, p. 2, CFR plan, pp. 14, 27, 28]

The income gap would be reduced by raising the wages for Mexicans and lowering the wages for Americans, which, as noted above, George Bush, Congress, and corporations are striving to achieve.

In addition to the sponsor, Senator Cornyn, the co-sponsor of S.3622 is Norm Coleman [R-MN]

Senate Bill S. 853, sponsored last year by Richard Lugar [R-IN], is a huge step in setting up this union. It would help Mexico secure its border with Belize and Guatemala [S. 853, p. 18] and implement "...a North American strategy that works toward the development of a common security perimeter...: around all three nations. [S. 853, p. 8, CFR plan, pp. 3, 8]

This would open borders for the deep integration of America, Canada, and Mexico and the continuing process of forming an economic, political, and military union of North America. Organizations listed in the plan closely mirror those of current governing bodies of the European Union. [CFR plan, pp. 31, 32]

In addition to the sponsor, Richard Lugar, the co-sponsors of Senate Bill S. 853 include: Norm Coleman [R-MN], John Cornyn [R-TX], Charles Hagel [R-NE], Kay Hutchison [R-TX], John McCain [R-AZ], and Ted Stevens [R-AK].

The House version of S. 853 is H.R. 2672. This bill is sponsored by Katherine Harris [R-FL]. Co-sponsors are Stevan Pearce [R-NM-2] and Christopher Shays [R-CT-4].

George Bush, members of his administration, members of Congress, wealthy investors, heads of corporations, and others are in the process of illegally destroying our sovereign republic and replacing it with another government, run by multinational corporations for profit. John Cornyn and the Quiet Assault on American Sovereignty

Yes, there is a plan being implemented, quietly, to merge America, Canada, and Mexico into an economic, political, and military union by 2010. An alliance between the Democrats (NAFTA), Republicans (CAFTA), and corporate America will soon bring you the Security and Prosperity Partnership of North America (aka North America), a continued assault on American sovereignty without the knowledge or consent of the American people.

The plan, Building a North American Community, is sponsored by the Council on Foreign Relations, with financial support provided by Archer Daniels Midland Company and Merrill Lynch & Company. This plan will eliminate United States sovereignty as these proposed organizatons, a North American Advisory Council and a North American Inter-parliamentary Group, eventually morph into law-making bodies [pp.31,32 CFR]. Laws passed by these two groups will be binding on every citizen of the union. In addition, a permanent tribunal for dispute resolution between corporations and governments at all levels in member states is proposed [p.22 CFR].

As of today, the power to regulate commerce lies with trade agreement bureaucracies while legal decisions involving foreign corporations and governments are decided by unelected WTO and NAFTA tribunals, which can overturn any decision made by the U.S. Supreme Court in this area of law.

Meanwhile, Senator John Cornyn [R-TX] has been quite active in making this new "country" a reality. On June 26, 2006 he introduced Senate Bill S. 3622, the "North American Investment Fund Act", which is taken directly from the CFR plan for Building a North American Community. [p.14]

Senate Bill 3622 would be in effect "for an initial period of 10 years" but could be extended. The United States and Canada would have to contribute taxpayer money to support this fund. The purpose: (1) "to increase the economic competitiveness of North America (the country) in a global economy; (2) to reduce the income gap between Mexico and Canada, and between Mexico and the United States." [S. 3622, p. 2]

This fund is designed to raise the wages of Mexicans while north of the border Bush and corporations like Wal-Mart are working to lower American wages through outsourcing, hiring illegals at cheap wages, and issuing hundreds of thousands of work visas (H-1B, for example) which allow corporations to hire high tech engineers and programmers from India at low wages and no benefits, then fire American workers (jobs that Americans will do). The plan is to have the wage differentials "diminished considerably" by 2010 so that citizens of all three member states can "live and work" anywhere in the union.

According to Tom Deweese in his article, "Bush Administration in Denial of 'North American Union' Plans"..., after Senator Cornyn was informed that the bill did support the development of this union, "he...took efforts to assure S. 3622 would not be voted on in the Senate." A spokesman said that the senator "is adamantly opposed to any 'North American Union'..." [Sept. 19, 2006, Newswithviews]

Does this mean that Senator Cornyn had no idea what was in the bill he sponsored? Is that the reason why he also co-sponsored Senate Bill S. 853 last year, which is a huge step in setting up this union. Two important features of S. 853 are: the U.S. would help Mexico secure its borders with Belize and Guatemala [p.18], and "...a North American immigration strategy that works toward the development of a common security perimeter..." around all three nations. It also includes that super highway that will run from Mexico's new ports on the west coast and up through Texas where eminent domain will affect many Texans.

The answer could be that he had full knowledge of the effects of his actions. On page xix of the plan, Building a North American Community, under Acknowledgments, Senator John Cornyn (R-TX) is thanked for his "...contributions to the meeting in New York in December 2004;" [ Correction: This paragraph was omitted in the first post.]

Perhaps the senator would like to elaborate on his position.

Note: Dr. Robert Pastor, the source and "inspiration" for this plan to deconstruct America, asked this question in a speech to the Trilateral Commission in Toronto, Canada, November 1-2, 2002: "Are North Americans prepared to give up their sovereignty?" His answer was yes.

All three bills are still in committee, waiting for the right time to sneak them through Congress. If Americans aren't alert to these clear violations of our "leaders" oaths of office, it will happen, just like NAFTA and CAFTA. Waiting in the wings is the FTAA (Free Trade Area of the Americas), a regional trading state of the Western Hemisphere, consisting of a 34 nation union and 800,000,000 people.

REPUBLICANS WORK TO FORM A NORTH AMERICAN UNION BY 2010

Republicans are relentless in their goal of merging America, Canada, and Mexico into a political and economic union by 2010, without the knowledge or consent of the American people. This union, known as North America, will be run, initially, by trade agreements for the benefit of multinational corporations. American workers are not part of the equation in these agreements, except as cheap labor.

Toward this goal, Katherine Harris [R-FL], submitted a bill last year to the House of Representatives, H.R. 2672, that would help to speed the process along. It now resides in committee, as does the Senate version, S.853, waiting for the right moment to sneak it through.

The bill, called the North American Cooperative Security Act, is taken directly from the plan for Building a North American Community, which is sponsored by the Council on Foreign Relations and approved by the three leaders and CEOs of the member states. Financial support is provided by (surprise) Archer Daniels Midland Company and Merrill Lynch & Company.

This will be a deep integration of the three nations and all member states will eventually lose their sovereignty. Already, Nafta, chapter 11 (and the WTO) have taken over the job of regulating commerce, and, through their unelected tribunals, can overrule the U.S. Supreme Court on many issues.

H.R. 2672 goes a long way toward achieving this merger, including providing support to Mexico in securing its border with Guatemala and Belize. In addition, it will allow development and implementation of "a North American immigration security strategy that works toward the development of a common security perimeter..." around the member states.

With a common security perimeter in place by 2010 the union should "move to full labor mobility between Canada and the United States...eliminating all barriers to the ability of their citizens to live and work in the other country." This policy should be extended to Mexico when the "...wage differentials between Mexico and its two North American neighbors have diminished considerably." [CFR plan]

Of course, George Bush will continue to allow massive illegal immigration and visa programs designed to lower wages of American workers in order to meet that 2010 date.

The plan also provides for a North American Advisory Council and a North American Inter-parliamentary Group, like the European Union. These two groups can eventually morph into law-making bodies.

HIDING THE TRUTH ABOUT ISLAM

George Bush has stated that Islam is a peaceful religion and is compatible with democracy. Both are obvious lies and made for political purposes such as not alienating Islamic voters or those Muslim countries that supply our oil.

But hiding the truth about Islam and its perpetual jihad against the infidels (us) will only continue to cause casualties among our troops in fruitless wars to install democracy in places like Afganistan and Iraq.

There are those who believe that if we eliminate the "radical" Muslims, then we can all have a group hug and democracy and peace will reign throughout the world. Muslim clerics and the true believers, however, are the only reason Islam exists. They could number well into the tens of millions out of a population of 1.3 billion and growing.

They are only carrying out the commands of Allah as written in the Quran. These words cannot be changed. There can be no reformation. If Allah says: "Believers, make war on the infidels who dwell around you...", you do it. (Sura 9:123)

Muslim clerics preach that the infidels must be destroyed or subjugated and an Islamic government, based on the sharia (Islamic law), established worldwide.

The late Ayatollah Khomeini said: "Islam makes it incumbent on all adult males, provided they are not disabled or incapacitated, to prepare themselves for the conquest of {other] countries so that the writ of Islam is OBEYED in every country in the world...But those who study Islamic Holy War will understand why Islam wants to conquer the whole world...Those who know nothing of Islam pretend that Islam counsels against war. Those [who say this] are witless. Islam says: "Kill all the unbelievers just as they would kill you all!" (Islam Unveiled, Spencer)

Another example from an Al-Qaeda training manual affirms this. The jihadists know that "...an Islamic government would never be established except by the bomb and the rifle. Islam does not coincide or make a truce with unbelief, but rather confronts it."

The young Muslim soldiers are "...to prepare themselves for jihad [holy war]. commanded by the Majestic Allah's order in the holy Koran." They will "...strike terror into (the hearts of) the enemies of Allah..."

The manual restates that "...Islamic governments have never and will never be established through peaceful solutions and cooperative councils." (UIC/BM-8 translation)

Note that there is only one Quran. Fundamentalists and moderates read the same book. It is to be taken literally. True believers who carry out Allah's commands are the real Muslims. Without them, as an Iranian cleric said a century ago just before he was hanged, the secular world would prevail and "Islam will perish."
